programs for others

i would like to offer my retailers the option to setup programs for their affiliates.
currently affiliate networks charge a lot of money for this and i want to offer my retailers the posibility to use it against a low fee. now other merchants can see everything. i want a merchant to only see his compaigns and not everything. and a global admin who sees all and can sendout invoices and stuff like that. sort of closed of affiliate network for only my retailers. i would hate to pay for 500 domains and versions of pap's for each merchant program 1.
