global setting for tire provision

It should be a global setting for tire provision. It's very time consuming to change this on all campaigns if you have a lot of campaigns and you want the same tire provision on everyone. Of course you will still have the possibility to override the provision if you need to on some campaigns.

I hope you will think about implementing this as it could save a lot of time for everyone that have a lot of campaigns:)
