Feed external bonus commission into PAP

I have requirement to feed some external bonus commissions into PAP, example:

Accounting makes a list of Affiliates with extraordinary performance based on external magic criteria (e.g. percentage of approved sales, gross turnover etc) and grants every Affiliate a personal, specific bonus as a christmas gift.

What would be the best solution to feed such extra commissions into PAP programmatically?
