Allow Shorter (Less Than 1 Day) Campaign Cookie Lifetime

We would like to be able to set Campaign Cookie Lifetime of 30mins or in hours.
However, right now, the smallest value that we can set is 1 Day.

We feel that this flexibility would cater to more varied business logic.
